The Nebraska HELP Program was made possible through generous support from the Nebraska Arts Council and the Cooper Foundation who secured a congressionally directed grant through the Institutes of Museum and Library Services. The Lester F. Larsen Tractor Test & Power Museum was awarded participation in the program for the time period of September 2008 through August 2009.

Participation in workshops, evaluations and goal setting was key to the successful completion of the program. The following goals were established for the museum in 2008:

1. Formulate memorandum of understanding with the University of Nebraska-Lincoln Department of Biological Systems Engineering and the Friends of the Lester F. Larsen Tractor Test & Power Museum.

2. Generate a diagram and description of museum governance for continual museum operations supported by bylaws, policies and procedures.
